WHAT DEFINES A LOW-INCOME BUILDER (SECTION 3)?
*A Section 3 Business Concern is defined as a business with at least 51% ownership and control by a person earning up to 80% of area median income; at least 51% ownership and control by a resident in public housing or Section 8 housing; or greater than 75% of labor hours performed throughout most recent past three months is conducted by Section 3 workers.
