INHP's five year plan responds to a rapidly changing housing market with solutions that expand opportunity, increase supply and strengthen communities across Indianapolis.
MEETING THE MOMENT
The Indianapolis Neighborhood Housing Partnership enters its 2027-2031 Strategic Plan at a defining moment for housing.
Rising home prices, elevated interest rates, limited supply and constrained subsidy have created one of the most challenging affordability environments in decades. These dynamics continue to widen the gap between incomes and housing costs, placing pressure on renters, homeowners and aspiring homebuyers across Marion County.
Grounded in nearly 40 years of experience, INHP is responding with focus, discipline and innovation – delivering solutions that expand opportunity and strengthen neighborhoods.

INHP creates affordable housing solutions for people with low and moderate incomes, and collaborates to enhance quality of life in Indianapolis neighborhoods.
This plan reaffirms that commitment and defines how we will advance it over the next five years.
THE MOMENT
Housing affordability in Indianapolis and Marion County is shaped by persistent, interconnected challenges. These conditions require coordinated, system-level solutions – delivered in partnership and grounded in data.

INHP will support 1,250 first mortgage originations supporting an estimated $200 million in home purchases and refinancing
INHP will expand, preserve or upgrade the supply of affordable housing by 3,250 units supporting an estimated $1 billion total investment.
Together, these outcomes reflect a balanced approach – helping individuals access homeownership while increasing the availability of affordable homes across the community.
